Last week, a wide range of civic initiatives took place across the regions of Kazakhstan, ranging from environmental campaigns and cultural projects to activities for young people.

Regions:

In Abai Region, an environmental meeting held in the village of Aksuat brought together more than 50 participants. The discussion focused on environmental protection, environmental culture, and responsible attitudes towards nature. In Karaganda Region, an educational tour introduced participants to the historical, cultural, and natural sites of the Karkaraly District. On the same day, as part of the “Adal Urpaq” project, more than 25 young people took part in the QUIZ TIME “Corruption in Question.” In Burabay National Park, the Civil Alliance of Kazakhstan held a large-scale anti-vandalism campaign involving more than 60 participants, who cleaned natural sites from inscriptions and graffiti.

Law:

By Order No. 155 of August 6, 2026, issued by the Acting Minister of Ecology and Natural Resources of the Republic of Kazakhstan, amendments and additions were introduced to the Standard Rules for Keeping and Walking Domestic Animals. The amendments concern requirements in cases where it is no longer possible to keep a domestic animal, as well as the conditions for relinquishing an animal.

According to animal protection organizations, these amendments are insufficient to address issues related to animal breeding and subsequent circulation.

In this regard, NGOs engaged in animal protection approached the Center for support in preparing proposals for amendments and additions to the above-mentioned order to address existing issues related to animal breeding and circulation. The Legal Service of the “Adal Azamat – Belsendi Qogam” Center has begun a legal analysis of the proposals submitted by animal protection organizations for further consideration with the authorized government body.

Analytics:

The next meeting of the “Ustanym” Discussion Club was held, bringing together more than 80 participants. Experts and invited speakers were engaged in the discussion of key issues.

Participants discussed the role of constitutional values in strengthening social cohesion, family upbringing, heritage preservation, and environmental responsibility.

Following the meeting, proposals and recommendations for further development of these areas were prepared and submitted to the relevant government bodies. They covered issues ranging from improving legal literacy and supporting responsible fatherhood to engaging young people and volunteers in heritage preservation and environmental initiatives.
