One of the Council’s key areas of work was holding public discussions on pressing issues affecting the life of the city.
Analysis of Activities Held
From 2022 to 2024, the Public Council carried out the following activities:
- Held 58 meetings addressing issues related to the city’s development
- Organized 267 public hearings on strategic issues
- Held 51 public hearings with the participation of representatives of government bodies and the public
- Reviewed 90 regulatory legal acts for which improvement proposals were put forward

- Transport policy and improvement of urban logistics
- City gasification and energy security
- Support for small and medium-sized businesses
- Strengthening social protection for the population
- Environmental initiatives and reducing air pollution
Analysis of Citizens’ Appeals
The Public Council actively responds to appeals from city residents. During the reporting period, 267 citizen appeals were reviewed ✉️. The main issues included:
- Housing and utilities issues (heating, water supply, and housing repairs) — 38%
- Social assistance issues (pensions, benefits, housing) — 25%
- Environmental and urban improvement violations — 20%
- Transport issues (public transport and parking) — 17%
