On July 14, an off-site meeting of Commission No. 3 of the Public Council of Almaty was held at the “Energosbyt” branch of JSC “AZhK”.

The meeting was held in response to appeals from city residents concerning electricity tariff increases; disconnections of electricity supply to certain residential complexes due to outstanding debts; analysis of accounts receivable; and the legal basis for including the costs of delivering paper notifications in the tariff.

The management of the “Energosbyt” branch of JSC “AZhK” provided detailed answers to important and relevant questions raised by members and experts of the Council.

One of the key issues was identifying the following problems:

• the absence of a mandatory requirement for developers to coordinate their projects with the energy supply organization before commissioning;
• the failure of OSI, KSK, and management companies to timely transfer electricity networks to the energy supply organization, as well as the inability to open individual customer accounts;
• the systemic nature of accounts receivable resulting from the lack of responsibility on the part of some OSI, KSK, and management companies.

Following the meeting, the parties agreed to continue joint efforts to ensure transparency in billing, prevent violations of consumer rights, reduce large-scale electricity supply restrictions, decrease social tensions, address problems in the energy supply sector, and improve legislation in this area.
